Dear Mrs Jowell

WEALDEN DISTRICT COUNCIL & THE HISTORIC BUILT ENVIRONMENT

I am writing to you in your capacity as Secretary of State dealing with Culture and related heritage issues. Please find enclosed copies of my letters to Sir Neil Cossins OBE dated 5th November and other appropriate MPs as indicated below.

It appears to me that while the above Council are not prepared to issue a corrective statement in respect of this historic building (to enable restoration), they are more than happy to spend the ratepayers money nursing a lie and see a monument deteriorate. This seems unreasonable in the Wednesbury sense of the term as in Wednesbury District Council v Sec State for the Environment 1980, where the future of a historic building should be high on the agenda.

According to English Heritage and the DCMS, the duty to find alternative uses for historic buildings in their locale rests with Wealden DC. I have done my bit applying for planning permission 4 times since 1995 proposing various conversions as a means to restoration. Each time the Council denied the history where under their local plan conversion of historic buildings is the means to conservation. On the last occasion in March of 2000, the Council’s officers not only failed to advise or make a corrective statement to committee, but actually promoted their conservationists incorrect assessment of 1995 which they knew to be wrong. This is despite English Heritage, the County Archaeologist and others doing their best to set the record straight from 1999.

According to the Monuments At Risk Survey (MARS) as a country we lose most of our historic monuments in the South East of England (1 every day). Could it be this kind of attitude that contributes to conservation failures and could not an example such as this case dissuade other local authorities from following similar paths.

Where the system seems set to perpetuate an injustice as described elsewhere in the present series of correspondence circulated, could I ask you to support any call for attention at Parliamentary level as may be deemed appropriate?

ANTI CORRUPTION

We need MPs and Councillors for Wealden who is prepared to bring about changes to make Wealden accountable for their refusal to comply with statutory requirements and other breaches of the Human Rights Act.

There is also the matter of the lack of affordable housing in East Sussex, making financial slaves of thousands of young families that are caught in the renting trap where landlords get richer and the poor get poorer - something to do with Conservative politics perhaps. Was slavery abolished? Not in the present United Kingdom; it appears to be encouraged. How about another bailout for those hard done by banking chaps.
