We are looking for information to populate this page and a photograph of Marina Brigginshaw so that the public will be able to identify the lady and so know who they are dealing with, nothing more at this stage.

 

Marina is the head of Planning Policy & Economic Services at Wealden District Council. As such she works with Kelvin Williams and many more officers in this Council, presumably reporting to Charles Lant and the Members of the Council.

 

We are investigating Ian Kay as pertains to Sandcastles at Pevensey Bay and linking this former District Planning Officer to other cases involving conspiracy to pervert the course of justice, attempting to make a gain for family members and failure to disclose his relationship to his Builder father in law, B Best. In other cases Mr Kay is known to have mislead planning inspectors while on oath, such as in the case of Stream Farm and Mr Chester Hudson, where it is alleged that he denied knowledge of an aerial photograph, where it actually came from his own files with a return to "IMK" on it in his secretary's handwriting. We understand that Mr Kay has/had a pilots license in connection with aerial surveys.

 

Ian Kay was also responsible for the demolition at Bushy Wood animal sanctuary and for helping Thomas Hoy (enforcement officer) and George White (planning officer) to dupe Inspector Raymond Dannruether in 1987, leading to a similar deception in 1997 with Inspector Raymond Michael.

 

The point here is that the Chief Executive officers appear to have been in on the various vendettas, to include Derek Holness and Sheelagh Douglas - though both of those officers pretty soon vacated their positions having negotiated enhanced pensions (for staying silent) no doubt. These resignations were at the time of the Petition that was whitewashed and the subsequent failure of Sussex Police to investigate the referral by Lord Newton and his panel including Jack Gore and Eddie Powell

 

Lesley Barakchezadeh was next and now it is Charlie Lant who is in the firing line, and not for the first time.

 

Who would want to work for this Council knowing that these are real cases where their employer acted unlawfully at first and then illegally when they tried to cover up their misdeeds.

 

It seems obvious that any officer of high standing will soon become embroiled in the Dalas like goings on and find themselves party to the crimes that are under investigation. The only solution other than finding another job with another council, is to blow the whistle. Give this some thought Ms Brigginshaw. IDENTITY PARADE

 

As a result of our investigations the identities of all those involved in this and other related stories will eventually be included in a rogues gallery so that other members of the public who may be subjected to the same or similar treatment might cite similar fact evidence.

 

Councils like Wealden know that they employ officers who become corrupted, they also know that members of their council may be corrupted and fail to declare interests properly. For this reason they do not publish details of their employees - but they should - if it is that they have nothing to hide and in the interests of transparent and open government.

 

 

CO CONSPIRATORS

 

The officers pictured above may have worked with Marina Brigginshaw so tainting her with their corrupt methods of operation. Douglas Moss, a senior planning officer also involved in the mix is known to still be working for WDC, despite his perjury and assisting David Phillips to commit perjury in the High Court, with reference to an Affidavit sworn by David Phillips in an attempt to get another WAG member struck down for costs and more. That makes Mr Moss and Mr Phillips co-conspirators in the falsification of evidence. Hence, they were involved in a conspiracy to pervert the course of justice. It remains to be seen who else in Wealden Council's offices were involved in this matter?

 

The objective in gaining costs awards is to blight the land and in some cases, bankrupt the land owner to be able to scoop it up at bargain basement prices and transfer ownership at an undervalue, typically to a well connected neighbour as a favour. This is procurement to order plain and simple and an offence under the Fraud Act 2006.

 

 

 

PROCEEDS OF CRIME - Council officers who tow the party line are not only highly paid civil servants, but also stand to benefit from their involvement with underhanded dealings in planning consents in other geographical regions where there may be a "you scratch my back, and we'll scratch yours" arrangement. On the other hand, it could be that insider knowledge can be used legitimately to obtain consents for houses in the country such as this nice little retreat in an out of the way location, that might be termed green belt to the man in the street. If a council officer is paid cash for favours or receives 'in-kind' inducements for what amounts to fraudulent or even insider dealing and they are convicted, their assets could be seized by way of proceeds of crime. Is it worth it? Yes, power corrupts. It always will and those in positions of power will sometimes be tempted - because they know that others in their ring of power will protect them when the brown stuff hits the fan.

 

 

MISFEASANCE & MALFEASANCE

 

When an officer of the courts omits to include evidence that he knows is relevant to a hearing, that is termed misfeasance in public office. Where an officer then tries to cover up his or her misfeasance (as did Ian Kay in the Stream Farm matter), that becomes malfeasance. The difference is that misfeasance is a civil wrong, whereas malfeasance is a criminal offence. The leading case precedent on malfeasance is: R. v Bowden 1995 Court of Appeal (98 1 WLR).
