Craig Moon in January 2014. Maybe it's about time that he started asking questions, before it is too late. There are unlimited damages for those who blow the whistle and are punished by a council for bringing to light wrongdoing.

At the moment we are reserving judgment as to Mr Moon. We hope that it is not too late and that he has not become tainted by the dishonesty that pervaded Wealden's offices between 1982 and 2005. Unfortunately, for young Craig, Trevor Scott has re-ignited that dishonestly and is carrying forward the injustices of old. For this reason it is likely that any planning enforcement officer is going to be asked to lie for this council. We stress that we have no reason at the moment to suspect that Mr Moon is party to any cover up. All we know for sure is that he was present as a witness for David Whibley during a recent site visit where one of our informants was present.

David Whibley refused to answer any questions as to where complaints were emanating, raising our suspicions further. Indeed, when pressed on the matter, he almost ran for the exit - which must have got the alarm bells ringing for Mr Moon, even though his is at the moment in paid employment by Wealden DC.

You cannot be a team player in a planning department that still includes known liars and not become tainted. Recently, it was confirmed that despite perjuring himself and acting with Doug Moss in a conspiracy to re-date attribute photographs, in an attempt to gain a court order, that David Phillips is still working with Wealden District Council. Why? And why has he not been prosecuted for that perjury? Being a conspirator is just as damning. So why has Doug Moss not been prosecuted. There is no statutory time bar to investigating such crimes.

In this case Doug Moss took a series of photographs for a planning application, in the process signing an agreement to return all such pictures to preserve the occupiers right to privacy. Mr Moss then ostensibly, returned said pictures and negatives. But lo, several months later, David Phillips turns up in the High Court claiming that he'd taken those exact same photographs. Phillips and Moss were caught red handed fabricating evidence because one of the negatives had a scratch that was on the photos Phillips was claiming was recent. When this was pointed out to Wealden's barrister in the High Court, David Phillips refused to enter the courtroom. That is though no excuse for the conspiracy. Both of these officers were caught with their hands in the cookie jar and should be prosecuted. Clearly, masonry is rife in Wealden and Sussex Police are involved in this ongoing cover up.

FRAUD ACT 2006

Section 4    -    Fraud by abuse of position  [such as a planning or police officer]

(1) A person is in breach of this section if he —

(a) occupies a position in which he is expected to safeguard, or not to act against, the financial interests of another person,

(b) dishonestly abuses that position, and

(c) intends, by means of the abuse of that position—

(i) to make a gain for himself or another, or

(ii) to cause loss to another or to expose another to a risk of loss.

(2)A person may be regarded as having abused his position even though his conduct consisted of an omission rather than an act.

COMMENT - Hmmm, I can't believe it's not butter!

WDC's Planning Enforcement Officers and advertised area of cover. But please note that they like to play in each others area when a case gets too hot to handle - and where do David Whibley and Christine Arnold fit into all of this, where they are quoted on correspondence but not listed on Wealden's website.
