Zurich Municipal provides insurance to the public sector. Local Authority risk is basically insuring against fraud, negligence and incompetence but most importantly of all, against claims from corrupt officers and claims from members of the public who find out that foul play has occurred and has had the luck and fortitude to pursue the paper trails.

It is unclear if payments may be made where malice or misfeasance is involved, or indeed if insurance is available to protect persons operating with such criminal intent.  This is a matter for further investigation.
